CALL FOR PROPOSAL: Marine Weather Intelligence Solutions in West & North Africa (EF/GMESA/SC-2/2023)

The expertise of a consultant is being sought to perform an in-depth market analysis of marine weather intelligence solutions in West and North Africa. The analysis will explore applications in sectors such as fisheries shipping, energy production, disaster response, and coastal planning, providing actionable insights to strengthen regional cooperation and industrial capabilities.

Scope of Work

1. Research and compile information about existing weather intelligence solutions across the maritime domain of West and North Africa
2. Develop detailed use cases for marine weather intelligence products and solutions in fisheries shipping, energy production, disaster response, coastal planning, etc. as well as identify specific illustrations that demonstrate these applications across various maritime sectors.
3. Identify and highlight significant weather-related projects in West and North Africa that attract funding from international development organisations, supra-national institutions, and multilateral entities.
4. Investigate potential partners and explore collaborations and opportunities within each sector of the African marine industry, providing insights into both Regional-level and Industry-level analyses.
5. Evaluate and assess the regulatory environment governing marine weather intelligence solutions and services in West and North African countries.
6. Present report at a regional stakeholder’s workshop. 

Deliverables
The consultant will be expected to provide the following deliverables:
1. A comprehensive report detailing the market intelligence analysis of weather solutions in the maritime domain of West and North Africa.
2. Detailed use cases with practical examples to demonstrate marine weather intelligence solutions' application in various sectors.
3. An overview of marine weather-related projects funded by international development organisations and supra-national institutions.
4. Country-level use cases highlighting marine weather intelligence solutions implemented in different African countries.
5. Industry-level use cases targeting sectors such as fisheries shipping, energy production, disaster response, and coastal planning.
6. Recommendations for sectoral opportunities and potential partnerships in the marine industry of West and North Africa.
7. Assessment of the regulatory landscape for marine weather intelligence solutions and services across West and North Africa. 

Eligibility Criteria
Applications will ONLY be accepted from private companies registered in any African Union member state. The consultant should possess the following qualifications and skills:

1. Extensive knowledge and experience in the African marine industry and weather intelligence solutions.
2. Strong research and analytical skills.
3. Excellent report writing and communication abilities.
4. Familiarity with international development organisations and funding mechanisms. 
 
Application Procedure
Submissions should be made online in English at  <SUBMIT> with the following information:
1. Company name, address, nationality, and evidence of registration.
2. Curriculum vitae of the lead personnel.
3. A technical proposal clearly showing understanding of the work to be done, a methodology and a detailed schedule aligned with the scope of work.
4. A financial proposal covering all the expenditure headings necessary for the accomplishment of tasks to be executed.

1. Deadline for submissions: 8 September 2023 by 1800 (UTC)

3. Duration: The duration of the contract is 3 calendar months upon commencement.

Evaluation Criteria
Proposals will be evaluated based on the consultant's qualifications, proposed methodology, timeline, experience, and cost-effectiveness.
